Printing is not required according to the official FAQ. Download the document and QR code to your phone. An optional paper copy can be a useful fallback if your device is unavailable.

What does "within 3 days before arrival" mean?

The official FAQ counts the day you arrive. For example, an arrival on 10 August produces a practical submission window of 8, 9 and 10 August. Use your local Thai arrival date rather than the date you leave home.
